§ 20.161. Careful, prudent, prima facie speed.

    a.

    Any person driving a vehicle on a street shall drive the same at a careful and prudent speed not greater nor less than is reasonable and proper, having due regard to the traffic, surface and width of the street and of any other condition then existing, and no person shall drive any vehicle upon a street at a speed greater than will permit him to bring it to a stop within the assured, clear distance ahead.

    b.

    Subject to the provisions of paragraph "a" of this section, and except in those instances where a different speed is established and posted, it shall be prima facie lawful for the driver of a vehicle to drive the same at a speed not exceeding the following, but in any case when such speed would be unsafe it shall not be lawful: twenty-five miles an hour on all streets in business and residence districts.

    c.

    It shall be prima facie unlawful to exceed the speed stated on signs in accordance with the provisions of this Ordinance.
